This builder extends BALL’s core with a PE-cost engine designed to support highly creative cards without handing out obvious routes to the end zone. Valuation goes beyond the attractive effect: it considers player type, starting position, whether that player begins with the ball, distance to the end zone, board size, realistic PE economy and turn-compression risks.

Fixed rule
Every card generated here is one-shot. Each player may use their card only once per match.

One per player. Type is derived from the slot: #2 and #3 are O, #4 is □, and all others are X.
